Office of Hawaiian Affairs Seeking Development Consultant for Commercial Properties

The Office of Hawaiian Affairs, led by Chairman Carmen “Hulu” Lindsey, is hiring a consultant to manage the entire OHA commercial property development process.

The Office of Hawaiian Affairs accepts suggestions from qualified individuals and firms to provide real estate planning and development advisory services as advisor to its commercial real estate portfolio.

The In-House Development Consultant will act as a trusted advisor to the Office of Hawaiian Affairs. This position is responsible for managing the entire OHA commercial property development process. Coordination of the work of the development team; serve as a central point of communication to facilitate decision-making; and ensure that cultural and responsible values ​​form the basis of design and land use decisions.

However, the selected consultant cannot participate in the development of OHA packages in any way.

The selected person or company is expected to focus first on selected packages in Kakaʻako Makai and finally on packages in the OHA Nā Lama Kukui Lifestyle & Design Center in Iwilei.

Commercial real estate advancement was named a top priority by Maui trustee Carmen “Hulu” Lindsey when she was elected OHA chairman in January 2021.


Lindsey is a former real estate administrator for Maui Land & Pineapple Co. and the former administrator for the County of Maui Land Use and Codes Department. She owns her own real estate company and has been a licensed real estate agent for more than 40 years. It is uniquely positioned to advance OHA in the development of its commercial real estate.

Once a development consultant has been selected, a master development plan is expected to be drawn up and then a developer selected to begin construction.
